What is CASC (Clear Administrative Services Credential)?

The California Commission on Teacher Credentialing (CCTC) has two levels of Administrative Services Credentials: The Preliminary Administrative Services Credential and the Professional Clear Administrative Services Credential. Upon completion of the Preliminary Administrative Services Credential, individuals who are not yet employed in an administrative position can apply for the Certificate of Eligibility. This certificate authorizes them for employment in administration.

FCSS’s CASC Program is job-embedded, site-based, individualized coaching program and is an approved pathway by CCTC. This is a two year program that includes one-on-one coaching with a skilled administrator, an Individualized Learning Plan (ILP), professional and personalized learning opportunities, and a culminating portfolio representing two years of leadership development based upon the California Professional Standards for Educational Leaders (CPSEL).

Who is eligible to apply for the “FCSS CASC” Clear Credential?

Upon initial employment in an administrative position, the certificate holder will be eligible to apply for the Preliminary Administrative Services Credential which is valid for five years. The completion of a Clear Administrative Services Credential Program is required within the first five years of employment as an Administrator.

Candidates may be accepted with only one full year of experience if they will be employed full time for a year during the program. Candidates must have two full years of experience by the completion of the program in order to apply for the credential.

What are the FCSS CASC requirements for program application?

  1. Possession of a valid California Preliminary Administrative Services Credential or Certificate of Eligibility.
  2. Verification of a full-time administrative position in a public school, non-public school, or private school of equivalent status. School or district personnel other than the applicant must verify all experience.
  3. Complete Enrollment and Candidate/District Agreement forms.

How do I apply for the FCSS CASC Program?

Administrators need to complete an application and provided verification of employment and submit to program coordinator or assistant.

What is the cost of the program?

The cost of the program is $7,000 ($3,500 for each of the two years) if FCSS provides the coach. Otherwise districts may provide trained coaches with total program fee of $4,000 ($2,000 for each year). Contact the program coordinator for specific cost information.

What are the California Professional Standards for Educational Leaders?

How is my coach selected?

Qualified coaches are matched to administrators by experience and if possible geographical proximity. Additional coaches with specific expertise may be contacted for additional support.

What if I change jobs in the middle of the two years?

An administrator’s ILP can be revised if jobs or job contexts change.

How do I apply for my clear administrative services credential once I have fulfilled the requirements of the program?

The CASC Program coordinator works with each candidate as they move through the program components, monitoring individual progress towards completion.  Once all requirements have been met, the coordinator will provide the candidate a Program Completion Checklist form to complete and then issue the candidate the Recommendation/Applying for a Credential form with steps to complete online with the Commission on Teacher Credentialing (CTC) to apply for their clear credential.

If I have a concern about my experience in the program or feel the need to communicate a problem I am encountering, how do I go about that?

FCSS cares deeply that your experience in the CASC Program is a positive one, resulting in growth of leadership capacity and becoming eligible to clear your Preliminary Administrative Service Credential. You simply need to complete a complaint procedure form and submit it to one of our program staff identified in the contact tab on this page.  We will do all we can to address any issues standing in the way of you achieving your program goals.
